This unique vantage point enables key insights into the rapidly changing California homeowners market, especially in the context of catastrophic losses from recent fire seasons and other exposures. Below, Ariel shares more context about the market and how DUAL is becoming a trusted player in California.

A needed solution for homeowners in California

The California homeowners market is facing an unprecedented crisis surrounding the availability of coverage. In the wake of increased exposure to natural disasters, the rules of insurance in the California market are being rewritten. Catastrophic losses from recent seasons have changed reinsurance costs, underwriting, pricing, and overall availability of coverage. Statewide, carriers have reduced offerings, issued large-scale non-renewals, paused new business, or exited altogether leaving hundreds of thousands of homeowners with limited insurance options (Insurance News Net; Coverage Cat). These constraints directly impact the growth of the FAIR Plan, raising concerns around concentration of risk, claims handling, and adequacy of coverage (CA Dept. of Insurance 1). As of March 2026, the FAIR Plan’s total exposure was $750 billion, an 8% increase since September 2025 and a 242% increase since September 2022, with 684,388 plans in force, up 152% since September 2022 (California Fair Plan). It’s a known crisis that even California's Insurance Commissioner has made efforts to reform (CA Dept. of Insurance 2; CA Dept. of Insurance 3), but even with government stabilization efforts, the overall risk of exposure continues to limit availability of coverage as carriers weigh probabilities.

In response to these challenges and a gap in coverage availability for homeowners, DUAL launched the E&S homeowners program with a more flexible appetite, a departure from the niche, limited-capacity model E&S has traditionally been known for. E&S programs are no longer just for high risk or fringe risks (Claims Journal), in California, they’re for writing standard properties too, such as urban homes in Metropolitan areas. In 2025, surplus lines homeowners policies in California surpassed 300,000 (Insurance Business). The year prior, the total sum of all E&S placements reached premiums of $962.1 million, which was an 86% increase year over year (Carrier Management).

DUAL is headquartered in San Diego, and the team behind this program is based in California and developed this solution with their neighbors in mind. The program pairs E&S flexibility with DUAL's global backing, including A.M. Best "A-" rated capacity, giving it more staying power than the standalone MGAs that have historically entered and exited this market quickly. For this team, that financial strength serves a personal stake: building something durable enough to actually stay. Throughout California, the program offers Coverage A limits up to $5 million and TIV up to $7.5 million for dwellings with low to moderate wildfire exposure, along with flexible coverage, deductible and loss settlement options agents can tailor to unique homeowner needs.

Building longevity into a new program

Agent trust in this market has been eroded by admitted carriers who have entered and swiftly exited the turbulent California market, leaving agents with limited options for client coverage. DUAL’s approach leans on its global backing and existing local expertise as a foundation that underscores a commitment to steadiness, but as a new entrant to this specific market, the trust will ultimately need to be earned through track record rather than positioning.

Longevity is more than partnerships; it's also about creating a differentiated product built to last. DUAL E&S Homeowners is intentionally designed with a broad appetite throughout California, ensuring a wide geographic spread of exposure, rather than one concentrated risk area. Its E&S structure allows it to adjust pricing and terms as market conditions or regulations shift, something admitted carriers, bound by rate-filing constraints, generally can't do as quickly. As this program grows in California, the team is actively evaluating additional programs in California beyond this initial launch.

Confidence in underwriting starts with eliminating bias. By combining multiple risk evaluation platforms into a single composite score, we are able to make more accurate, defensible decisions for our carriers, agents, and policyholders.

Utilizing technology to enhance outcomes

Wildfire risk modeling is an area where methodology varies significantly by carrier, and it's often a single point of failure: one platform's blind spot becomes the carrier's blind spot. DUAL's approach draws on a proprietary ensemble of risk models to evaluate wildfire risk, rather than underwriting based on a single source. This mirrors an approach DUAL has used successfully in other catastrophe-exposed lines of its business, where relying on multiple models rather than a single source has consistently improved underwriting accuracy, a track record that informed the decision to build this program the same way.

The program is delivered through DUAL’s online platform, ensuring a streamlined process for high volume producers, backed by specialty underwriting expertise. This model is built to scale: as producers become more familiar with the platform, the program will be positioned to grow in volume and coverage options in a way that truly serves communities in wildfire-prone and other areas of California.

Creating solutions where they're needed most

The real goal of this program is to fill a critical gap and provide a broad, reliable option for agents and their clients, at a time when homeowners need access to stable coverage more than ever. This entry into the E&S Homeowners market is the foundation, not the ceiling. DUAL is actively finding ways to expand personal lines coverage throughout California, for exposures like flood and more.  As admitted carriers continue to retreat from catastrophe-exposed regions, the burden of insuring homeowners' primary asset increasingly falls to the E&S market, a shift this program is built around.

In a turbulent market like California's, agents and homeowners need stability and specialized underwriting. E&S solutions like this one represent a meaningful, flexible alternative built around where the market actually needs it: not a stopgap, but increasingly the mechanism by which coverage gets written at all in higher-risk areas.
