DUAL North America appoints Sam Fowler as SVP, Head of Tax, building on recent expansion of US team

Hire deepens DUAL's Transactional Risk capabilities as demand grows for tax liability coverage on complex deals

DUAL North America ("DUAL") announced the appointment of Sam Fowler as SVP, Tax, adding dedicated tax underwriting leadership to the company's global Transactional Risk (TR) platform and extending its specialized offering to clients and broker partners across the US market.

Fowler's appointment is the latest step in DUAL's plan to build out dedicated underwriting leadership across its US Transactional Risk business. This is part of a broader push to support the Group's global ambitions in this space including the recent hire of Terry Enright as SVP, Representations & Warranties (R&W).  DUAL North America TR runs on two core coverages: Representations & Warranties under Enright, and Tax Liability, now led by Fowler as Enright’s tax counterpart. Both practices sit within DUAL's global Transactional Risk platform, which spans 11 jurisdictions across North America, LatAm, the UK, Europe and ANZ and is backed by long-term, multi-year capacity from Liberty.

Fowler brings 10 years of experience in US tax matters, spanning both standalone tax exposures and the tax considerations that arise in M&A deals. His arrival marks a deliberate step in DUAL's plan to stand up a dedicated tax insurance practice, growing the company’s capabilities across US tax matters.

This appointment reflects DUAL's broader push to bring in top-tier talent and shape a Transactional Risk platform known for specialized underwriting, responsiveness, and service that holds up under market pressure.
