DUAL North America appoints Sam Fowler as SVP, Head of Tax, building on recent expansion of US team
Hire deepens DUAL's Transactional Risk capabilities as demand grows for tax liability coverage on complex deals
DUAL North America ("DUAL") announced the appointment of Sam Fowler as SVP, Tax, adding dedicated tax underwriting leadership to the company's global Transactional Risk (TR) platform and extending its specialized offering to clients and broker partners across the US market.
Fowler's appointment is the latest step in DUAL's plan to build out dedicated underwriting leadership across its US Transactional Risk business. This is part of a broader push to support the Group's global ambitions in this space including the recent hire of Terry Enright as SVP, Representations & Warranties (R&W). DUAL North America TR runs on two core coverages: Representations & Warranties under Enright, and Tax Liability, now led by Fowler as Enright’s tax counterpart. Both practices sit within DUAL's global Transactional Risk platform, which spans 11 jurisdictions across North America, LatAm, the UK, Europe and ANZ and is backed by long-term, multi-year capacity from Liberty.
Fowler brings 10 years of experience in US tax matters, spanning both standalone tax exposures and the tax considerations that arise in M&A deals. His arrival marks a deliberate step in DUAL's plan to stand up a dedicated tax insurance practice, growing the company’s capabilities across US tax matters.
Sam joining the team is a big moment for us. Following Terry's arrival on the R&W side, standing up a dedicated tax offering in the US was the natural next step, and having someone with Sam's background, paired with the reach of our global platform, means we can give brokers and clients the kind of technical depth this market is asking for.

Having dedicated tax expertise in the US has been a real priority for us, and Sam is exactly the right person to build that out. His background gives us the technical depth to stand up a practice from the ground up, and coming on the heels of Terry's appointment and the launch of our global Transactional Risk platform, it shows the momentum we're building toward a full-service Transactional Risk capability in the US.

What drew me to DUAL is its global commitment to Transactional Risk and its plan for the US team, which includes building out Tax alongside Terry on the R&W side. There's a clear runway to build something strong here, and I'm looking forward to getting started in New York alongside the team.
